What the topic said. Let people regardless of whether or not they used the Keep (some people just didn't know what it was and wanted to just jump into the game, even if they did play previous titles in the series) edit Hawke in the Black Emporium. Or at least when you first meet him.
Why restrict this to people who used the Keep? Let us change Hawke. I don't want some burly dude, and I'm too far in my third restart to restart again by now. If this is some "anti-piracy" measure, that's a terrible way of doing it. Pirates will always be smarter than game devs.
"But wouldn't people who didn't play DA2 be confused why they're being asked to customize a character they've never heard of?" Let me tell you, if they're confused about who Hawke is cause they don't know about the other games, they've probably got a lot more to worry about.
Like the topic said. Let us customize Hawke in the emporium or at the start. This shouldn't even have to be a topic.

It's not an anti-piracy measure. It's a way to compromise between those who are new to DAI and those who are not. If DAI is your first game and you didn't care for the Keep, Bioware assumes you didn't care for Hawke. I suppose. I never played DAI w/o a keep import so I can't say.
