For example, if I don't have access to previous save files from origins can I use the keep and import the world state for origins and use that to play DA2?
Can the keep be used for previous games?

no it's only going to be for DAI and any future DA games For DA2 you'l have to rely on a save file either creating one by playing Origin's or using a saved gibbed editor thing or whatever they'er called. Not sure how to uase those as I prefer to just play and enjoy the game anyway.
