I'm trying to start What pride had wrought. It says to go to the war room to (finalize)? the plan of attack.

I'm level 16 have I gone to far, in the storyline?

From memory only the very last main quest closes off a lot of other parts/side quests/dialogue etc in the game.

As too if you've gone too far, that's entirely up to you, have you done everything you wanted to do before finishing the game yet? I personally only finish off the high dragons and maybe Hissing Wastes zone etc after What Pride Had Wrought.

I have played the game many times so far. What I was trying to do is play it by storyline. ( I realize their are a lot of side quests I haven't done yet, but I'm afraid of doing to many side quests which makes you to high for some others..etc.) The wrath of Heaven, The Threat Remains....etc. There is a lot of areas I haven't even opened up yet! My main concern is who do I speak to in the war room about the next quest?

You're going to have an operation with a glowing thing on your war table, as usually. Also, if you're concerned about missing on some of the content - from what I remember 'What Pride...' is not considered a 'point of no return', it's the next mission, and the operation clearly states so. All the side-quests, collecting and zone quests are going to be available, but the 'inner circle' missions can only be played before the final mission. Same goes for the character arc progressions, the banters will work, but not the Skyhold scenes\ dialogues. 

 

Lv16 is a bit too low for the final run (if you ask me), but it all depends on the difficulty and your gear. Normal + crafted t3 should work just fine for the main game. I'd highly not recommend starting the Trespasser under 18-20, however.

Before the Dawn and Under Her Skin can't be played after WPHW.

Yes, but other inner circle missions can be done after WPHW, these two have to be done before it.

To add to this, if the thing isn't glowing then you probably don't have enough power to start the mission. At level 16 heading into the mission after having already used 20 for Abyss and 20 for Wicked, I wouldn't be surprised if this was the case. If you don't want to do requisitions or buy contracts from Farris, then the simplest way to accumulate power would be to set up Inquisition camps and close some rifts. The conversation about the final battle plan starts after you click on the mission.

You must also complete the Sutherland and company is missing war table operation before What Pride has wrought. The war table operation will not appear (due to a bug) if What Pride has wrought is done first.
