Did I miss something? I returned to skyhold and talked with Cullen. Dagna had found a solution. There was a cutscene and then that was it. I was all ready to fight Samson and everything.

You fight Samson in the main quest What Pride Had Wrought. Completeing Before the Dawn makes that fight significantly easier.

The quest is complete. Don't worry, you'll get to face Samson as you continue the main plot. Before The Dawn just needs to be done before that point.
