My Varric has still got that one Carta Coat drop with armor rating 93 while everyone else has armor ratings 150+, which I craft myself. How do I get schematics for good Varric armor? I'm level 13 rn

... you could  craft him some? Some schematics are human-only or elf-only, but he can wear most of the armor in the game.

Black Emporium has some serviceable Sturdy Hunter Schematics (level 2) and I believe the Merchant in Val Royaleux sells some as well.  They aren't great but with level 1-2 material, you can get Varric's armor rating up to about 130-140 or so.  Also if you do Crestwood and Western Approaches, you get some good warden drops including some very good medium warden armor.

The thing to spec for with rogue gear is critical chance, so leather offense slots for weapons and leather utility slots for armor (with +cunning materials used). With the right crafting you can give your rogues a 100% critical chance rate. Since you can choose abilities that need critical hits (e.g. the passive that lets you sunder armor with every critical, or the one that restores stamina with every critical), it works really well.
