Is stagger worthwhile for a Templar?

Is it worth loading up a Templar's gear with % stagger on being hit? Or does it not trigger often enough to be worth it? Is it too important to maximize targets for the AoE due to Purge's long cooldown, making the occasional staggers not worth it?

I think it's a viable strat. I tend to load up my armor with raw attributes to increase my damage when I'm in a party, but from my solo experiences I know how effective stagger on being hit and % chance of mind blast is. Plus you can repeated basic combo if you have whirlwind, which is devastating with a chromatic greatsword.
The thing about wrath purge is that it kills pretty much everything not immune to it, so repeated combos tend not to be necessary.
If we're talking about Cassandra as a templar tank, stagger on being hit is my preferred way to equip her.

Yeah at this point you've probably loaded her with so many defensive stats that her wrath purge isn't going to do a lot. I don't even get wrath of heaven at that point, and invest heavily into Vanguard and Battle master and purge off of my payback strike. The range isn't great, but it's secondary.
I have Shield Wall, Payback Strike, Livid, War Cry, Spell Purge, War Horn, Horn of Valor, Grappling Chain.
EDIT: But yeah, to answer, I think stagger on being hit aids your dps classes more, so I always go with that. Health is more selfish/for bosses.

Actually I haven't loaded her up with any real gear yet. Was about to start crafting but couldn't decide between stagger and health.
