The only blues you need to hang on to to get the purple versions are the Descent weapons, which are all level 26.  This was discussed earlier this month in the thread linked here.

May I salvage the blue versions of my purples LVL 26 to prevent getting more duplicates(have already 5 Valos Atrendum) or I must keep them for that LVL 27 ultimato weapon?

You can salvage the blues so you don't get purples again. Instead you will just get the blue again. So it doesn't really matter.

After the last weekend's Victory Chest, most hardcore players I know are like one or two items short of being eligible to get their Crescents. Or maybe I have been talking to the luckier ones only.

Those are probably the ones who have put quite a bit of time into damp and acquired/looted a ton of gold in game, thus they most likely are in the top tiers in loot score so don't be surprised if some of them get it by the end of this weekend.

I must be the exception,  Over 1300 hours in DAMP and I have no lvl 27s weapons and only 1 Hakkon; albeit I did salvage 2 Hakkons with the understanding that it'd reset my odds again (turned out my only Hakkon took 89 dragons at "15%" chance each)
 

I've yet to open my book victory chest but may do so before this weekend community challenge concludes.

I would definitely open it now. You will have 6 great items, and if next month is similar, it appears that you will get another three.

I opened the book 3 chest recently - got 3 lvl 27 weapons that I wont be using.  Hakkons are just not appearing; currently on dragon 34 for my second Hakkon.  I'll probably leave the book 4 unopened chest this time.
