Probably talking out loud, like other random enemies. It is impossible to know for certain without being a writer.

Too bad the squadmates couldn't make a comment about Harbinger talking smack to Shepard. I wouldn't mind if Shepard could talk smack to him.

I'm surprised, if everyone could hear Harbinger, they weren't like "holy **** who the fucks voice is that?".
With the lack of outside input to what Harbinger was saying, I'm gonna bet that it was really only mental. Only Shepard heard it.

True. The first time when Harbinger is called by name in the series is in ME3 (by Anderson during Priority: Earth or by the Leviathan).

And that's with a save import. If playing a default ME3 playthrough, Anderson will not mention Harbinger's name

Not true. Shepard warns TIM that Harbinger is coming at the end of ME2 when you basically tell him off.

I think he is speaking in his mind. Out loud on the holograms, but because he only references Shepard, I think he's woven inside the mind of our good ol Commander.
