It should be considered that Corypheus was not collapsing the Veil in the right way, or the future in "In Hushed Whispers" would not have been what it was (I think). So it is possible that the artifacts do indeed do what Solas said, but only so that he can later collapse the Veil the correct way, without accidentally tearing it to shreds because of what Corypheus had done to it.

The quest is called "Measuring the Veil," if I recall correctly. Eventually if you activate enough of them with Solas in the party, you get this:

It does nothing to prevent a big rift from forming in the Hinterlands, just notifies you of its existence.

Another question is why help the Inquisitor close rifts in the first place? If you want to tear down a wall, why bother repairing it? That's been debated elsewhere, and I don't have a good answer for it.

I too was under the impression that activating the devices was for monitoring and measuring, and not for strengthening. The information gathered can be used for any purpose. Solas was asleep for a very long time, and he only had so much time before meeting the Herald to figure out what he'd really done to the world. The inquisition as a whole was useful for him to gather the data he would need to plan his next step.

If Solas is with you when you activate an artifact, he will say something like

"The wards are helping to strengthen the veil. This area will be safer for travellers now."

Example 11:41 in:

If I remember correctly, Solas eventually informs you via the war table that monitoring and measurement using the devices is now a possibility and eventually this leads to the previously unknown rift in the Hinterlands.

Originally that quest was meant to be something else, but it was changed.

As for Solas lying/tricking us? No. He wanted to help seal the Breach. He needed it to be closed and Corypheus defeated before he could go on with his plans, and he found a large Rift for you to seal by measuring it as he said they are used for.

I just completed Trespasser (the first time does not count since I was half asleep).

So, Solas and my Quizzy had a conversation. Solas reveals his goal is tear down the Veil. Um. OK. That is bad. I am not fond of being demon food.

But then a light bulb went off in my head.

From the start of the main story to the end of it, you can run around and activate these Elven Orb things. Which Solas says will strengthen the Veil and prevent tears from happening.

Why would Solas want to strengthen the Veil if he is just going to tear the damn thing down?

That's like ..I dunno... putting more nails in a door then later just taking the door down.

It got me thinking:

A. Mr. Dread Wolf was tricking the Quizzy to activate them and they do something else.

Or.

B. Well OK. its late and I got no option for B.

Did I miss something?

Could be he was potentially tricking the Inquisitor, but I was thinking it was something far simpler than that.

The Veil is a Elvhen made construct and therefore it was crafted somehow (through some sort of Magic Presumably), but in general it acts like a shell or film keeping the two worlds separate.  My assumption is that by strengthening the Veil it will make it easier to bring down all at once.  It's like making the Veil whole again so that it comes down cleanly.

The best analogy I can make regarding this is its like when your trying to De-Shell a Hard Boiled Egg.  You have those ones that you can get the shell off completely in one whole section and it's super easy to do, but then there are the ones that are less that way.  The shell fragments and shatters, it needs to come off in pieces and sometimes it leaves tiny little fragments of eggshell on your Hard-Boiled Egg ... it just a pain.  The difference often caused by differences the structural integrity of the shell, or clumsy hands.  :P
