I know, he's one of Leliana's agents, and the author of quite a few War Table briefs, but is he actually identified anywhere? You meet two of her other high-ranking agents, Charter and Scout Harding (obviously), but I don't recall meeting him anywhere. Is he that guy who shows up to tell you about Blackwall?

Well, I don't remember meeting him, but there's a letter you can find from his family naming him "Wilbur Quigley."

Anyway, you should write more often. I don't understand why you can't tell me what you're doing. You shouldn't keep secrets from your mother.

P.S. What do you mean I have to address the letters to "Rector"? Is that what they call you there? Why? Your name is Wilbur Quigley. It's a good name. Wilbur was your uncle's name. He fought in the Battle of River Dane; we are all so proud of him. Are you ashamed of your given name? Why are you ashamed, Wilbur?

I don't think so but if we see an older lady dragging a young lad out of Skyhold, by the ear, it's probably Wilbur being dragged home by his mom.

Maybe his mother was taking lessons from Leliana in blurting out true identity and endangering connected people.

Lelianna's agents have funny code-names. But I assume Rector, a.k.a Wilbur Quibley, is the agent who directly talks to Lelianna in some of the cut scenes. If he returns in the next game I wonder what he'll be doing.
