I can't seem to find that last region, and I've looked everywhere. What am I missing? And, before you say it, I have been to The Rockspit. So any ideas?

Just keep walking around. Look for darker patches on your map.

Does the fisherman's hut count as a region? IIRC, that one isn't placed correctly (you need to walk up the hill behind the hut and walk over to the cliff edge overlooking it to trigger the region switch).

Besides the possible one found when entering The Frozen Gate, the one I nearly missed may have been on the beach close to the initial camp. One gets to listen to a Memory wisp there, I believe.
