I never even get the option to land/orbit when I near it, as I start to go over it, it justs exits the system.
Is anyone else having this problem? And if so, anyway to resolve it?

Not sure if this is just me but, attempting to land on a planet or location on the outermost ring of a system just causes me to exit the system entirely.
