Given that an elf (or any race) Inky can shave a special message for Sera, one assumes yes.

The more pertinent question would be whether or not pre-veil era elves have pubic hair, as they all seem to be as bald as the egghead in chief. Solasmancers must know!

I have heard that elves do not grow beards, but not that they can't have body hair elsewhere. Do you have a source, Hanako?

Or the other lore messed up. The way I personally view it, games take precedence over anything else, be it books or comics or even what a dev says that may contradict what I actually experience in a game.

They messed up twice with hair on elves. Solas hinted in banter that an elf could have a beard.

Messed up or just as evidenced by the reveals that lore is full of assumptions? I think it is less worry to just go with it and say the people of Thedas don't really know jack about the people of Thedas, but they like to insist otherwise.

David Gaider said they have no body hair in his Tumblr blog I believe. Since he took that blog down I can't provide a link. Sorry.

You can think that way, but I disagree. Word of God is the highest form of canon.
