I'm trying to get up to the second floor of the tower to grab the Andrastian Chantry Banner but the stiars are snapped in half. How do i go about fixing the stairs?

I don't beleive you are in the right tower.

Lol. That's the video i watched yesterday that led me to the tower with the broken staircase. I might not be in the exact location that he went to in the video but i was only an inch or two over and i didn't see any other towers nearby other then the one with the broken staircase.

I guess i was in the wrong tower, but the one with the banner is up on a bunch of rocks. I can't figure how to get up there?

Try entering the Eastern Ramparts. Once you clear the ramparts and defeat the boss there (Gordian, I think - he's wearing all white clothing), the tower you want is right in front of you, behind the body pit.

That seemed to do it thanks. I didn't know you had to do certain quests in certain order.

Well, technically, you don't have to clear the Eastern Ramparts before you enter that tower to collect the banner, but unless you've got stealth of the gods, you're going to have to fight every Freeman of the Dales you pass on the way in anyway, so you might as well. I usually hit the occularum and pick up the Left to Grieve letter and the Bottle of Thedas while I'm there.
