Apparently if you kill the hinterlands dragon before it flys up to its little island, you dont get loot.

I solo'd it once with an archer rogue on Nightmare. It dropped loot in the main battle area. I can see the problem if it dropped on the raised area across from the nest. The area across from those two platforms can be accessed through map breaking.
