I ran into this issue where I wasn't able to heal Wilson, although I had medi-gel.

Reason: it is possible for a player to get to the locker and grab medi-gel before Wilson will be added to player's squad - distance to the locker allows that, if the player hits interact button immediately after getting withing reach of the locker. This seems to break the script and In that case Wilson will never join the player's squad and thus could not be healed effectively preventing the player from continuing the game.
