does the vitaar add to staff damage or nah?

Yes. So if your staff has a damage of 77, and you equip a Cretahl Vitaar with 24 base damage, your damage goes up to 101 (for a 31% increase in base damage).

Which, notably, carries forward to spell damage (as I recall).

Yup. A Qunari mage inflicts roughly 30% more damage than a non-Qunari mage because of this. The actual amount at any given point in the game may be a little off if you haven't found a new Vitaar in a while, but when using the starter gear and end-game gear, the damage boost is about 30%.
