Wikia mentions that they might have come from tevinter? Are they tevinter pets.

More likely they were breed as work and war dogs. I would also be unsupervised if they have domesticated weasels in Tevinter being a fantasy counterpart to Rome/Byzantine as both the ancient Greeks and the Romans breed and kept weasels to control pests instead of using cats while cats were instead kept simply as pets and highly regarded symbols of independence.

That legend comes from something Fenris said.  According to the legend, the mabari abandoned the Tevinters and joined the barbarians

 

I did wonder if they were magically bred.
