It's hard to pick Templar or Reaver knowing the costs...

I don't think so. Seekers also hunt down apostate mages. They are also chosen from within the Templar ranks. They are the Military Police of the Templar order. Yes they have different abilities, but many are similar. 

 

Cassandra tells Sera in banter that she started Seeker training at the age of 6. Somewhere else she said she started late and was only permitted to do so because of her high birth. She says her abilities are different in this video at 1:20, and elaborates starting 2:30.

Inquisitor: You mentioned that Seekers have different abilities than templars.

Cassandra: Entirely. A templar's abilities come from lyrium and are designed to hunt mages. Ours come from ritual and many years of dedicated training. We cannot be possessed by demons and are immune to mind control. Useful, considering our role. Seekers can gain other gifts, though that depends on the individual.

Inquisitor: What kind of "gifts" do you have?

Cassandra: I can set the lyrium within a person's blood aflame. Both mages and templars bend before my will. Some Seekers use it to interrogate, others simply to paralyze. Once there was a Seeker who could use it to kill. That particular gift is considered rare.

 

Note that she said "entirely" when asked about the differences.

I forgot where exactly, but I believe that Seekers are recruited from the ranks of the Templars. It could be lore inconsistency though. http://dragonage.wik...Dragon_Age_Wiki

 

Finally, it could be Cassandra's use of "entirely" is for rhetorical effect. Gameplay wise her abilities are Templar abilities after all. My point is that they are different but also have overlapping abilities. 

 

I think this is a case of Bioware being inconsistent and that they need a "Red Shirt Guy" moment.
