As far as being Fereldan or a Kirkwaller, I'll go with the standard I've usually seen applied IRL.  It takes living in your current location for more time than your previous location for you to be considered a "citizen" of your new location.  For instance: born and raised in Milwaukee for 20 years means that I would have to live in my current locale for the 10 years I've lived here PLUS another 10 to be considered to be "from" Hartland, WI.

 

By that standard, Hawke is most certainly a Fereldan all the way through to the end of the story, regardless of how old he/she was when they left Lothering.  7-8 years is nowhere near as long as 15-20.

I can think of several flaws to that process, one of which being that adult life should matter more. He becomes the friggin Champion of Kirkwall.
