I have the Black Emporium DLC, DA2 and the Legacy DLC but the Kirkwall Legacy throne doesn't appear in my list of available thrones.  Hmmm  I did use a save game containing all schematics to golden Nug it into my account - so as to spare myself some grind.  Could that be the reason?  If whoever created that save file didn't have the prerequisites?

I don't think there is any specif requierements to have it, both Kirkwall and Fereldan Legacy thrones are available through the Black Emporium in DA:I I guess
