It will be one of our hub worlds. The Tempest is not what's shown in the trailer. What's shown in the trailer reminds me of concept art shown on N7 Day 2014

Can we make a few assumptions here. Let's all assume that Bioware has a lot of big imaginations on board for Andromeda. SInce Andromeda is literally over 3 times bigger than our Milky Way Galaxy, let's assume it just might have entities much more advanced than the ones who roamed the Citadel (including Catalyst). Let's also assume Andromeda will have properties, entities, species and some physics which are not as obvious in the MW. Let's also assume that Andromeda will have very primitive entities and species unlike any of the Citadel denizens have ever encountered. Would a "Citadel", with its predatory politicking from the MW attract attention to itself. Or just fit right in. I think that 1st encounter in Andromeda will actually define whether it becomes a Citadel or a Fortress.
On a separate note. If the citadel civilizations or even a separate one that included humans could get a ship to Andromeda. Don't y'all think Reapers would already be there?

I'm saying 50-50 on there being a new 'Citadel' type hub in the game. Since this is a new galaxy, everyone's going to be busy establishing settlements on different worlds.
Pretty sure there will be a main hub somehow, but it'll be nothing like the Citadel.

It will probably be the main base until a suitable colony is found. Then again, it all depends how big it is and how many people got stuffed into it.
Main problem is survival supplies (ie: food and water). Best option, if the colonists are in stasis pods, is for the ship's computer to wake up critical crew first. Leaders would then send Pathfinders in scout ships to explore star systems within a certain distance envelope (ie: limits of their engines). The game may dictate that time is of the essence which may shorten the size of the scouting bubble and the number of stars within.
Once a colony world is identified, the Ark can unload its "cargo" and the Ark will be converted to a local space station. Hopefully with suitable defensive weapons. The game can then start in earnest.

I figured it's remain a huge colony ship throughout the series but it makes sense that it'd change intro a citadel like thing.

Whatever ship it is, it definitely isn't the one featured in the trailer that's for sure. And it is massive.

I guess that depends on whether the MW races believe there should also be a "council" in Andromeda. We don't know yet but whether it is turned into a station or remains a ship, it may well be the initial hub for the MW colonists and their leaders.
