I think he's saying that due to the Reaper invasion, the Batarians are nearly extinct. They got hit pretty bad, so I think they would need to stay to rebuild their species. Then again, we don't know when the ship began it's voyage, so it's possible we could see some Batarians.
As for the Quarians, it would be nice to see them again, but due to what happened in ME3, it could go either way.

They are pretty much isolationists, keep themselves closed off from the galaxy. They have animosity towards humanity and the council species, because they felt slighted. I have gotten the impression the Batarian Hegemony wanted nothing to do with humanity, especially after Shepard rams an asteroid into a relay, eventually wiping out an entire system.

When they find out the other species are working together on a joint effort to explore Andromeda, I doubt the Batarians would swallow their pride, admit that they were wrong and lend a helping hand. If anything, I could see them trying to sabotage the project.

Did you play Omega? Bray is a sharp dude who doesn't care about humans, the hegemony or old feuds. He's about as logical as any character in the series.
