Well man portable mini guns should use a really small caliber bullet. And in the game weapon damage is heavily reliant on that. It's **** tons of crap damage to flatten on armor. Then again it's a fake science setting make it shoot huge ass bullets of pure destruction. It weighs enough, it should rock.Mini guns are soooooooooo underpowered in FO
I'm not sure about the numbers, but it's probably more efficient from DPS point to give settlers something like automatic combat rifles than a minigun.
(miniguns still look more awesome... ) Semi automatic lasers are probably the most efficient from ammo-to-damage ratio, they miss less with them.
In other news, couldn't they have made a settler upgrade system? Going settler by settler and giving them gear is a mind-fumblingly boring chore.

Keep in mind,
You only have to give the settler 1 round of 5mm and they have an unlimited supply of ammunition.
So they can just rail enemies non-stop.
No- running out of ammunition, no reloads, etc.
It's hilarious to watch, very entertaining.
I highly recommend it.
The one 5mm round glitch is supposedly working with all types of weapons, no?
And yes, it works with every weapon I've tried with settlers.

Bioware makes story-based rpg games.
Bethesda make adventure rpg games with most of its focus on exploration rather than story that has many things in it that make no sense. That's not saying its a bad game, but Bioware should take nothing from it, since their focus is on story.

The ability to save during conversations and during combat would be nice if possible especially since in Mass Effect, there are sometimes large stretches of enemies or a difficult battle followed by a conversation where you cannot save and so have to replay the battle if you select the dialogue option wrong for your character.

Miniguns benefit massively from magical enchantments Legendary modifiers. Find one with + explosive or +fire damage or whatever, and it applies to every single bullet. It outright doubles the weapon's damage output, so while it's still incredibly inefficient at least the minigun now actually kills stuff.
Big guns were never viable in any Fallout game, anyway, save the OP as hell BOZAR in FO2. It's a shame Bethesda made them just as unviable as before, however. Like in FO3 and NV, by far the best and most ammo-efficient weapon type are the semi-autos.

What makes it better (worse?) is that bullets make better currency than caps. Instead of Cap Collector, it's always better to get scrounger for ammo. Not only does it keep you supplied in the Wasteland, but you both save money in buying the ammo and can make money in selling your massive, weightless stockpiles. Depending on the caliber, one bullet can be several caps each.
On perks, though- another great perk combo is with 'shotgun' weapons. Same principle applies of every round having hte effect, but
Last game, which I just finished, I got a Legendary Wounding Institute Rifle, which did wounding damage every hit. Slap on the shotgun mod, and the burning energy weapon effect, and I had a rapid-fire shotgun which did both wounding and burning damage with each blow. I took out the Mirelurk Queen at the Castle before she hit shore.
But it's not a safe society. It's safe for the men who aren't slaves. For the women and slaves, it's decidedly as unsafe (if not MORE unsafe) than just living in the wilderness.
It ain't safe for the men either- if they're lucky, they live at the mercy of the Legion where they obey any order or face crucification. If they're unlucky, they're made into slave-soldiers and used as canon fodder.
What's the big danger in FO? Human raiders coming to kill or sexually abuse or enslave you at a whim. The legion already does that bit wholesale.
Well, it's a bit more than that. In the Wasteland, the three main threats are raiders, animals, and starvation. The Legion more or less provides for the last two, and (once inside their borders)
It's still a horrible, horrible society even in the context of the setting, with every major faction providing a superior alternative, but it does crush the competing threats.

Bethesda only makes open world open theme park garbage. Fallout 4 is their worst game yet.
