I've formed Sutherlands crew on two playthroughs now but both times the keep was telling me I haven't. I'm not sure if it's because I've missed an end step to make it official or the tile's import is just bugged.

For the record I talk to them after every war table mission until no new mission is unlocked from talking them. This is after you rescue them from the Storm Coast and they try to give you money and you can tell them to sponsor another young person.

You may need to also talk to him after the game is over also. I always do all of the Sutherland missions but also talk to him after the game and he has one more thing to say to you (besides "Inquisitor!").

After the finale, the Inquisitor can interact with Sutherland one last time, and he informs the Inquisitor the company has plans to leave and find a keep of their own.

 

If you do all of that, in Trespasser, Sera will write something about Sutherland and Co, in her journal.
