I don't know if I have a bug or what. Are the signs that state To the Back Alley, Docks District, Merchants Quarter supposed to transport you somewhere? I can't get out of neverwinter to another quest from the city. Been to Skymirror. The wagon is still there also...if it's supposed to disappear when I loot it. What quests do I need to complete to move on to other areas in the town?

The signs don't do anything.  There should be transition marks on the ground around town.  The blue glowing circles that you should have been seeing in previous areas too.
