Can't open chests now?

I'm on my third play-through.  In the last two play-throughs, I've used mods and done main quests in a different sequence.  I'm playing now as a city elf rogue.  I've prioritized the chest opening/lock-picking ability over combat skills and am already on the third level of this ability.  Despite being this advanced, I'm finding locked chests I can't open.  While doing the Soldiers' Peak quest, I killed possessed Sofia and found a chest I couldn't open despite being on level 3 lock-picking.  I decided to temporarily halt the Soldiers' Peak quest to see if after leveling up getting the highest level of lock-picking would allow me to pick this lock.

 

So I went to Denerim to do some of the many tasks available there pre-Landsmeet.  I found I couldn't open the white chest behind the bartender at the Gnawed Noble Tavern.  I started doing Slim Coudry's quests and did the warehouse break-in and found I couldn't open the most important chests there either.  Note that none of these chests require keys.  Lock-picking should work.

 

Are there really that many chests requiring the ultimate lock-picking ability?  Or did one of the mods I added goof things up?  I'd hate to have to add the chest bash mod.  (Being a rogue is all about finesse not brute force!)

What's your cunning level?  That helps too.  Not sure why you're having so much difficulty.  It could very well be one of the mods you ran bugged it.  Are you able to open any locks at all?  Or are all of them unopenable?  If some are able to be opened, but not others, it's probably you just need a wee bit more skill.  Try checking after you've raised up your cunning some as well as your lockpicking.

 

I've even found at decent level lockpicking there were still a couple chests in the Circle (on the floor just under the Harrowing Chamber) that required higher level cunning to boost it just a wee bit to picking capability.

No, it doesn't effect all chests, so I suppose it might be that cunning is too low.  I'll have to focus a bit more on that.  With rogues, it always tricky.  You want to add to strength so you can wear decent armor and wield tougher weapons and constitution warriors can't squash you quickly.  But rogues also need dexterity and cunning.

Your cunning isn't high enough. If your cunning score (including cunning enhancement) is less than 30, with three lock-picking skill, you can open up to 40XP. When your cunning score reaches 30, you can open 50XP locks. I wouldn't lose sleep over that. There are many more useful talents you want to get and loots in the chest aren't that great. I usually invest just two skill points in that tree for Zevran (with purchased tombs only) and pump up his cunning once his dex score reaches 35 or so (there are plenty of dex enhanced equipment you can find and he gets +6 bonus when his approval rating hits 90 so I don't compromise his high survivability) and his fighting abilities are far more valuable to me than finding loots in the high difficulty chests. By the end of the game however he can still open all the locks that the game throws at you.
