go to the store with the Salarian in it. he has the chit. It's in the same area as where the Volus and Quarian are debating.

On a related note, my journal says I've found the chit and now I need to speak to a C-sec officer?
However when I talk to the officer handling the argument between the quarian and volus I only get the option to ask for their opinion? Perhaps I missed something and it glitched out somewhere.

Not sure, but it is opposite the shop the Volus was in. A salarian will tell you he left his chip when you speak with him.
