No good? I wanted to improve the recharge time since I'm carrying the Reegar around with the Omniblade.
At 145% (I confess I'm not sure if that includes the bonus for Power Efficiency) the KroLord has very good recharge speed.
For the record, I'm perfectly happy to stack recharge speed, and often do. I actually like having 160, 180, even 200% recharge on casters. I don't really see the KroLord as a caster, per se, even built as such. I tend to use Electric Hammer, and it has been a long time since I've used Biotic, so I'm not sure if it would make more of a difference on a build like yours. But with Electric Hammer, which has two charges, my experience is that it's pretty rare that I end up firing off a 3-hit combo or Heavy Melee without a charge.
It could be a playstyle thing, but generally, two heavy melees (whether directly or from the third hit of the combo) don't leave enough enemies left to need a third charge. I'll usually get my refresh while running between spawns. Plus, the charges are stored, so most of the time, I'm getting my refresh back while I still have maximum uses. I can HM twice, immediately use EH to get two more charges, and HM twice again while refreshing at a pretty high pace.
With your Biotic Hammer build, you only have one charge, so having a high refresh is definitely more useful in that situation than it would be for me, but I suspect that the advantages offered by Power Amps, Cyclonics, Shield Power Cells or Adrenaline Mods would probably make more of a consistent difference to performance.
I actually find the Cyclonic adds a lot to the Warlord's offence, because combined with Rage, it makes him so viciously tanky that he can basically stand there comboing two Primes at once. He can take the full brunt of both turrets/drones and the Primes themselves because of the Cyclonic, Melee DR, and Rage.
