Mark Meer has plenty of voice work. Brandon Keener is a good actor but doesn't have a lot of range. If he played another character then you immediately know it was Garrus.
Mark Meer did a much better job as an improv comedy actor (which he is very successful at) and it works for him for his ME roles like Vorcha, Hanar and Volus. I don't think he enjoyed playing as Shepard but clearly he enjoyed the fame it brings to him.
Brandon Keener's natural voice isn't his Garrus voice and they did use voice modulators for all Dextros and Hanar. When he's acting normally (or hysterically), he sounded like any average guy with deep voice. But its rather unfair that people only recognize him by his Garrus voice and want him to continually act that way.

Brandon Keener plays about 30 different characters in Fallout 4 and they all sound exactly like Garrus. He plays Drummer Boy at the Railroad and an unnamed "Railroad Agent". It's ridiculous. Drummer Boy runs up to me to tell me some news and I'm like "Thanks, Garrus!" then I walk 5 feet away and some rando starts talking at lo and behold it's Garrus again in a different body.
I fast travel back to Sanctuary and Garrus is there yet again tending the Mutfruit so I'm getting a little sick of him so I go exploring to the old reservoir (Thicket Excavations) and decide to help the guy drain it and it is Garrus... AGAIN!
I do not blame Brandon Keener for this, I blame Bethesda and their stingy VA budget.
ETA: Bioware is also guilty of this in SWTOR. Jo Wyatt (FemHawke) plays at least 5 different characters on Korriban (a very small starter planet) as well as the female Imperial Agent. Liara and Jack pop up a couple of times as does MHawke and Cullen.... and as always Simon Templeman (Dr. Gavin Archer, Han Gerrel) plays practically everyone else. He does do lots of different British accents though so it's only because I know his voice so well that I know it's him. The funniest is Femshep having a conversation with herself as the female Trooper and Satele Shan although the voices are pretty different.

The imperial agent voice in Swtor was the one instance were I literally was left speechless when first hearing it. Speechless and turned on. Ha! Seriously though, great VA performance there, so I would really not mind hearing it again ![]()
