Do you mean by buying a certain/several types of item packs? What type of pack gives me the best chance to get an UR? Is it the premium spectre pack? Or arsenal pack?

By putting in insane number of hours and buying expensive MP packs.

In single player, go to the orange candy vending machine on the Citadel located in the locked apartment on the Presidium. Insert 500 credits plus the Katana. The machine will then spit out the Crusader*, which will then be unlocked in MP.
However, if you have already completed the Volus Ambassasor sidequest, the apartment door will be locked and you will be unable to do this.
*also the alternate ending where it actually makes sense

...You can get goats from spectre packs and PSPs.
I'll leave it up to you to determine what I mean by goats. You can also try arsenal packs for a supposedly higher chance at... goats.

You can't "obtain" the Crusader. You just have to put a fuckton of hours into the game, obtain credits, then buy Premium Spectre, Arsenal, Reserves, or Spectre Packs and hope one contains the Crusader. And eventually, that 10 contain the Crusader. As has everyone above tried to indicate, there's no way to guarantee yourself a Crusader. It's not like Biovar wrote that PSP's give you more of a chance for X, Y, and Z Ultra Rares and AP's are A, B, and C, etc. Just buy the packs and hope for the best, it's literally all you can do.

Simple and straightforward is not the BSN way. I reckon I've spent more time reading troll posts here than you've spent playing the game itself, so you shouldn't be too surprised at some sarcastic responses - especially given that there is no solution to your question other than to play lots and lots and lots and lots at whatever level you are comfortable with, and enjoy what the random store gives you. If you are only concerned with unlocking UR weapons, Arsenal Packs are likely to give you the best results, but it is genuinely stupid to take that approach as you will run out of useful consumables and fail to unlock so many other weapons and gear which come from buying cheaper packs first.

-So there are no 100% universal answer, because it depends on your personal skill, etc. but there is some very rough estimate assuming you always win every game....
What Teh_Ocelot, Niniendowarrior, Frank_is_crank stated by a "lot of hours" can be very roughly, coarsely, quantified as follows:

Each one of those asteriks in there is highly contentious (ie you can tempt fate and go for plat games and arsenal packs from day 1) ->and on top of that very passionate fans loves to disagree in dramatic displays of epeen (sic)
Just the UR drop rate discussion alone was a thread 24 pages over a year discussion.

The droprate for a level x levelled out crusader, with a console / (some quotient of pc players), is approximately the bottom right figure in hours =958 Hours (give or take
, if u win every game, and spend consumables only from the acquired packs. . In Reality it's much worse : you work on banners, meet 100's of fellow leechers that wants a quick free ride, rage quitters (even the asterisks above have deviations), etc etc.
Instead, playing with a pc and some cracks, you can level out in 4 days or faster. There's even a script to help you spend your trillion credits there.
So there is the broad road and a narrow road. It's a journey of personal conviction.

Anything that can drop a UR will have a 7.5% chance assuming your weapons gold or below are maxxed, which yours are not. So its like 2.5%.
It doesn't matter whether your rares are maxed, does it? I'm pretty sure it's a flat 7.5% chance, unaffected by anything.

OP, every rare card you get from a pack has a %7.5 chance to be a random UR. Period
You need to get lucky to land the UR you really want.
Also, some friendly advice here, considering buying some lower value packs to build up your consumables.
