I'm a Vanguard but my biotic "charge" but for some reason doesn't work. I try using it from
the wheel and hotkey but either way it doesn't seem to work. he just glows blue and stands thee like nothing happend. Hopefully it's nothing dumb that I may have missed?

I don't know if you're looking at an enemy or not but unlike the other abilities charge requires a target in range.

I see, so I have to lock on a target first? How about if I want to use it to get out of tight situation like in this video?

They are still charging at an enemy in that video if you pause at 1:01 or so you can see him hit the Blue Sun guy.
