Besides, it would be super boring. Neverwinter Nights 2 had this minigame where you fortified and repaired Crossroads Keep. It was ghastly.
One of my favorite games of all time, but yes it was. It still beat the tacked-on stronghold in Pillars of Eternity
Yeah, the whole open world crap needs to stop in DA. I really hope the series returns to the original tone and style of DAO and DA2.

Well, Skyrim mimicked Mass Effect first. You know those devs at Bethesda were sitting around playing Mass Effect, tearing around some mountain in their Mako, and thought to themselves, "I am so making our horses like this in our next game."

I think generally I disagree with the assertion (in fairness, I've not played FO4, though it does sound like the customization in that game is so expansive that it would definitely detract from a focus on storytelling).
That said, there were some basic customization features in DAI that I could see logically being extended a bit further. Inquisition had a good justification in its story for the improvement of Skyhold. I wish there had been fewer cosmetic upgrades (I liked the garden choice, for example). What jumped to mind immediately was Assassin's Creed Brotherhood's Monteriggioni upgrading, which had both cosmetic and functional changes which benefited players who chose to focus on building, but wasn't required beyond a certain point for people focusing on other things.
As others have said, the primary justification would have to be story-driven. If it didn't fit that like a glove, then it would be panned as a cheap attempt to steal from other successful franchises, and be seen as Bioware once more stepping away from "the core of what Dragon Age is," (which I say with my tongue planted firmly in my cheek, since no one seems to agree on what that means).
