Are first enchanters free mages?

Orsino seems to go wherever he damn pleases, so I wonder if that is the general rule.

I wouldn't say free per se the only mages that are I think that are definitely considered free are ones that are enlisted as grey wardens. Like for example Anders technically he was listed as a grey warden so in truth the circle couldn't touch him even though they may have suspected him and wanted to. and the same is true of Bethany if she becomes one at the end of Act 1 of DA2. I think it also depends on how trustworthy they'er seen to be  for example Wynne was given a fair bit of lattitude as she wanted to help and was considered trustworthy by the templars and fellow mages in DAO. Vivienne was given a lot of freedom I think because she worked as one of Empress Celene's magical advisors prehaps even as a magical sentinel given she was a Knight Enchanter I think but that's  before all the magic stuf blew up in their faces and Viv ended up joining the inquisition. After all we do know she was a member of the imperial court as well  as a grand Enchanter in circle rank so I assume based on that this was why she was able to do what she was doing. At least this is how I headcannon her involvement in Inquisition.

I think it's not so much that Orsino is allowed to go wherever he pleases, as that Meredith enjoys playing a sort of "cat and mouse" game with him - giving him the illusion of freedom, believing that she can catch him at any time.

 

In general, though, I agree with sjsharp2011 that a given Circle mage's level of freedom is directly tied to how trustworthy he or she is deemed, although there may be other factors at play as well.  Witness Flora Finn's level of contact with his parents as revealed in Witch Hunt, for instance - the flavor text on one of his clothing items mentions that it was a gift from his father (IIRC, Finn mentions specifically that it was given after Finn passed his Harrowing - though I may be confusing that with Sebastian's armor from DA2), and Finn's own Codex entry mentions that he was much closer to his parents than most Circle mages, who have limited contact with their families.  It makes me wonder how much of that was because they thought him trustworthy, and how much was linked to family influence and wealth.

He is the figurehead of the Kirkwall circle (the mages specifically) so it makes sense for him to frequently appear outside Gallows to represent the mages. I doubt he is free though. Note how Elthina has his ass hauled back to the Gallows in the beginning of act 3.
