My Shepard would be at the top of the list, since I spend the most time with/as him.

But for the rest, I have it in two catergories.

 

Gameplay-wise:

 

2) Garrus (has a power AND weapon for every situation in both ME2 and ME3)

3) Miranda (has a power for every situation and a really good passive in ME2, very powerful in the Armax Arsenal Arena)

4) Kaiden (useful to have in ME1, much more powerful in ME3 with Assault Rifles and Reave)

 

Story-wise:

 

2) Garrus/Virmire Survivor.

Garrus because he's with you all the way, he's your bro.

The Virmire Survivor because they are the FIRST real squadmate you get and the only one who is willing to stand up TO you if you're not their friend in ME3.

Think about that; by ME3, Shepard is legendary and everyone knows that anyone who tries to oppose them winds up dead.  And the VS has the resolve to stand up to SHEPARD.  I can't think of anyone else who does that TO HIS FACE.

Not even the Illusive Man, since he hides behind his holograms.

 

3) Liara.

She has such wonderful character development.  Shy and reserved in ME1, nearly ruthless in ME2, but ends up confident and compassionate in ME3.  The connection she has with the Prothean lore helps tie together the mythos of the Reapers and what they are.

 

4) The Illusive Man.

It's hard to pin down just WHEN he went truly evil.  Ruthless, for sure, but sometimes he was "right" in a sense.  Even at the very end, he is CONVINCED that he is doing what is right, especially if you Paragon him to end his own life:  "I'm sorry Shepard, I tried..."

So while I don't always agree with him and vehemently oppose his dastardly experiments, I can't help but respect him for sticking to his convictions to the very end.

As to why I'd list two extremely minor characters (Lilihierax and Etarn Tiron), I wouldn't go so far as to say they are some of my favourite characters in the game, but for being those tiny appearances they are I actually got interested in them, especially Etarn, who actually has vastly different views of Shepard and humanity overall depending on wether or not you saved the council at the end of ME1. Lilihierax was actually supposed to join the Normandy crew as a mechanic after finishing the Noveria storyline, but that was sadly scrapped.

I completely understand that, there are some minor NPCs in the series that just stay on your mind. Lots of them in fact. 

 

One of my favorites has to be the batarian in the refugee camp on the citadel. I may not have played ME3 for over 3 years, but I still remember that guy, because he showed how much we missed by never having the series focus on the batarians. I don't know, that guy's dialogue with the human next to him is just very touching to me. (I looked it up a few months ago I think)

Yeah I put Ash on the bottom.  I used to like her back in the ME 1 days but she never got over Shepard working with cerberus, even Kaidan came around and let it go.  She never did.

ME recycles characters and ideas all the time, would be shocking if other characters didn't pile up in A. Plus you can see what characters people were liking and that can make you go, hm, well maybe hopefully they go more in the direction of X or Y characterization.

 

To be honest, was thinking of "Story, campaign, and characters" but all their forums are for different games (1 vs 2 vs 3) so you can't compare easily across franchises.

 

Oh and for FUN of course.
