Prefer to use War horn myself as not only does it make them run away & allow for flanking damage, but it affects multiple enemies, but there was something else I noticed a while back & that's War Horn+ can trigger weapon abilities, it'll proc Chain Lightning from Skywatchers Cleaver & HB from a Silencer although, it seems to work a lot more on the Cleaver than the Silencer.
That's all I've got to say on this.

The shield guys have a split second where they are vulnerable from the front. It's during their melee swing, as they lower their shield. Even without PI, you can just get close to them, wait for melee swing. When you see their melee animation starting, take a few steps back to avoid getting knocked down and use hidden blades. Don;t go too far, otherwise they'll just charge you after the melee swing.
Annoying, but doable. War horn or parry would still be better at dealing with them, but in case you have none, what i described above works. Slow and painful, but it works.

The problem is not one shield dude, its when you are surrounded by them and then you can't stop hearing "Ha-ha."
