Enhanced versions are trial rewards and some war table missions. Superior are in loot chests you get in trespasser exploration. Heart of despair is trial reward after level 19 rng. Go necro 
. But I think you will do best with inferno or storm pact. Best staff is lovias / corruption or encore crafted with snowfleur 1% heal on hit. Or heart of pride is amazing but in trespasser.
