Dorian definitely! Then Iron Bull, Anders, Zevran, Fenris.

I've only played Josie and Sera (haven't completed my second pt yet, but I've completed the romance arc prior to the Well of Sorrows as far as I can tell, before Trespasser anyway). Personally, I think Josie has more expansive content to this point, but I love Sera, one of my favorite characters so far. Josie, I love her final scene, but thought it should've come earlier in the romance. Not much there in Trespasser, more the conversation with Cass about the possible prospect of marriage as a kind of unrequited suiter. That's one of the best moments. Everything in Orlais is better in a Josiemance.
I think Sera's might've had more meat if I played an elf, but I'm enjoying it. Love how she adapts to your race (2nd's a fem dwarfquisitor), and her possessiveness and insecurity add interesting bits to her character. One of my favorite love scenes, obviously. Genuinely made me laugh a little bit. I really enjoy how her journal changes, her pet names, codex inserts and all that.
Overall, they balance out for me, but I voted for Sera because it's not limited to PG content. She also makes a much better friend in a non-romance pt. Solas and Cass, I love how plot central they are, and the more I see of that side of their characters, the more I think I'll like them. Plan to play those two, Blackwall's, and Iron Bull's (fem qunari inquisitor) later.
edit:
I really very much seriously wish they'd have exclusively stuck to main and companion style content. Leave the open world filler on the cutting room floor. Makes it very tough to play through like I want to. Major time sink, way too much tedium.

I was torn between Cullen and Sera but I picked Cullen.
Funny thing, I never understood why so many people adored him until Dragon Age Inquistion, is it true that Cullen and Solas were only added as romance options because they had that extra year and thought "why not?". I wish Josie's romance had a bit more to it but Cullen and Sera's were my favorite followed by Cassandra and Dorian.

Curious, have you actually played the Dorian romance with Trespasser? I don't think the comparison holds up for the Dorian half of it, particularly as you phrase it as having "so much more content." I think that part of the reason for the difference with the IB player romance is that Bull himself can have so many varied outcomes that they didn't want to give that one NPC too much content in the DLC.
But I completely understand the feeling for reasons I'm not going to get into in this thread.
However I'm sure there are other Bull fans who were just fine with what they got, so YMMV as they say.
[edit]
Another way to look at it is that, in another universe, Bull uses Dorian for two years and betrays him utterly. So it certainly wasn't "true love" there. They're all different worlds, really.
Well, I only can speak for the IB romance, since I have never done Dorian's. And yes, I am sure many IB fans loved what they got, I do not deny that. ![]()
Also, maybe phrasing it with "so much more content" was not very accurate of what I wanted to say. I just meant the tone of IB-Dorian felt so much more, well... tender? loving? gentle? For example: there is a scene where IB is concerned about Dorian being allergic. That is all well and good, but. I mean, I am sure Dorian's sniffles are a great concern, but I actually cought a slight case of death. You'd think he'd show the same concern for that. Alas, it was not to be. All I got was sex toys, amirite? Which was fine but...
I don't know, I already know the sex-side of the relationship. With Dorian, we get a glimpse of their life together. I just wish the Inquisitor would have some similar content. As it is now, to me, it feels that IB is just so much happier with Dorian than with Inky, so I don't think I would play through the romance again.
I will say that the epilogue romance slide brought a tear to my eye though ![]()

I picked Sera, my canon wifey. She's the first one I romanced, and I loved how she's so cute and amusing. Always brought a smile to my face, and I was surprised at just how sensitive and loving she is. That diary, agh!
Her scenes in Trespasser were so perfect. Her romance had a bit of turbulence but didn't feel like I was kicking myself in the gut like Solas' romance. Don't get me wrong, his romance was great but I'm really not into the tragedy angle.
I liked all the other ones I've done, except Bull perhaps. Just wasn't my thing. Haven't tried Cullen and Rainier yet, but I don't think they'll top the others.

She isn't exactly my favorite Bioware romance ever, but I thoroughly enjoyed her arc. I loved that it was quite sweet and romantic...and dueling Otranto was just awesome.

Iron Bull all the way for me. He's just so amazing I can't get enough. A shame more people don't seem to get him, but more for the Bullmancers I guess!

I have to disagree he seems care about Dorian more if you contrast the two relationships. I think it just throws people off because his relationship with the Inquisitor is left more open ended due to how the game ends, and because you kind of need to use your own cannon for what the Inquis and romanced Bull were up to in the interim between sticking it to Corypheus and the Exalted Council stuff but the love is definately there if you watch for it. Just the dynamic of BullxInquis are more complex and subtile than BullxDorian which is more face value and instantly identifiable.
I actually kind of like they didn't force a cannon story in for the player and him, since if anything it affords you more freedom for your personal cannon of the game. Although I could see how that might leave some unsatisified or feeling like they wanted more, so to each his own I imagine.

I may be a tad bit biased when I say this but Cassandra's romance hit the right buttons for me. So totally unexpected but it was totally amazing...and worth it.=3

I voted for Solas. I love the Cullen romance and I waited since DAO to romance him and he is everything I could hope for. But still, I had to pick Solas - it is just so epic and so emotional. And this means a lot that I like it because I love happy endings and despise anything drama/sadness related. But not Solas romance.. I don't know what happened.

I voted for Cullen, because after all that he's been through he deserves happiness with a woman he loves. Plus a wedding and a mabari ![]()
Bull is a close second, because his romance made me laugh a lot and I also love the Chargers.

Cullen. Such a repeat of Alistair. I like it, but it's already been done before.
