Coincidentally, I just offered a guess regarding that: 0.5625%
Mind you, that's only a guess as to the odds of getting two UltraRare/Black cards in one pack, not the odds of getting any two specific ultra rares. And I'm pretty sure there is more to the calculation than the simple equation that I used to come up with that number. But it's my guess, dammit, and I'm sticking with it!

Having started over twice with new manifests, I have to say things are very frustrating RNG-wise during those early stages, especially when it comes to weapon mods and gear.
And the fact that the Shadow was literally the second-last character I unlocked on my PS3 manifest was a longtime source of consternation for me!

The vanilla human adept don't really need it though and there are very few armored units on bronze (are there any? Can't really remember anymore).
I started playing this long after the last DLC were released and I didn't really see it as unfair that I wasn't able to perform on the same level as other players with better weapons and equipment, new players need to spend time on bronze anyway were the better stuff isn't needed.
It's been so long that I have niggling doubts, but I'm almost positive all units do appear in Bronze. From what I remember of the vanilla version, a single Banshee would show up in some of the later Waves.
And you are right that it isn't "unfair" in the sense that everyone has to go through it (barring the purchase of packs) but I think a more accurate word for what he meant to say would be "unfriendly."
The current RNG system is unfriendly to new players, in that options during the early stages are very limited. I don't think this is as important when it comes to guns (I can live without Ultra Rares no problem) but it has a very big impact in terms of mods/gear and characters.
If you end up having to play for 250 hours in order to unlock your favourite character/species... that can be rough on a player's motivation, especially one who is casually approaching the multiplayer.
Broadly, they have to balance the need to motivate microtransactions with the need to draw casual and non-paying players for the sake of the player base. If the player base is too small, then the microtransactions dry up because even the dedicated players get bored if they spend too much time waiting in lobbies.
I think they obviously managed to hit a balance that works the first time out (not so much the second with DAMP) since ME 3 MP has largely been regarded as a great success. But for the future, I think they'd do themselves a favour by having most of the characters available from the start, instead of a minority.
Over time, DLC will almost certainly expand the manifest and offer more opportunities for microtransactions, so I think it would be financially viable for them to maybe make the Level I version of uncommon gear/mods (or ME:A equivalent) available to players at the start, as well.

There's a Banshee in Bronze, but iirc it doesn't show up until W11 and it's suuuper gimped. Still wants to hug you though!

It's the prevalence of armor and corresponding lack of AP to the new player, that makes the game suck for a while.
Edited to add: you want to see what it's like, go into Gold with your favorite Common/Uncommon gun but don't take any AP at all. No piercing mods, no AP/Drill ammo. Now try to take down some Banshees, Atlases, and Primes.
