Isabella-but if Aveline was an option I would have gone for her. It's sort of like Nathaniel not being a romance option in Awakening. She had great unrealized potential-except by Donnic.

I really like Fenris as mage. Friendship and rivalry too (for several reasons I more like the rivalry). I don't interest for Sebastian, and i don't like the blackmailing.
(Sometimes i play with female character, but i not always finishing the game with her. [But I have fem elf mage warden with Alistair. She helped Alistair to acquire the throne with Anora, then he sacrificed herself]. I prefer playing as male. I have straight warden with Morrigan, Hawke, with Merrill, and inquisitor, with Cassandra.)
I tried both routes. But I just got tired of the "Bahhhh mages are evil, baaaaah!" thing he does.
(Spoilered for slightly OT)
@GoldenGail3: More power to you. I personally don't want to play as a dude if I can be a girl. I have tried in Origins, but only to get the achievements.

Totally understandable his fears of the mages, but Hawke do not need to tolerate this (also in friendship). More than enough: he devoted, for example he never would betray even Anders, but Anders would return him to Danarius...

Yeah, I get his fear of mages. I just get tired of hearing about it. Though in all fairness, most of the DA2 companions have a case of severe repetititis. As in, they have a favourite subject to keep going on about. It's just that his thing is more annoying to me.
I have to ask though, where do you get the idea that Anders would turn Fenris in to Danarius?

If you start to negotiate return of Fenris with Darius Anders approves alone. Merrill, Aveline and Varric outcry. If you finally return Fenris to Danarius, You get from Anders +5 friendship point. (May be also Anders tired of the constant blame, Merrill more patient.)

Hmmm I see. Well that explains why I wouldn't know about it. I never even contemplate giving Fenris back to Danarius. But it seems a bit odd to for Anders to actually get friendship out of it. I mean, yeah he's all about mage freedom but I would think he'd also be a smidge sympathetic towards the freedom of slaves. I'd chalk that up to the devs making a booboo there. Maybe I'm being a tad optimistic here but oh well. I'll never see it happen in my game anyway.

Fenris is asking so nicely not to do it ... and if you finally return him, from Danarius you get a nice letter!

I only played a dude in DA2 because I liked his voice more than I liked Female Hawke's.... And plus I was playing a snarky Hawke, so....

Fenris by the long shot. Dat voice!!! (swoons) and eyes! (swoons again) and that dark brooding personality with tragic past (I think I'll just lay here for a while).
But to be serious for me Fenris romance is just a pretty good balance in angst (no angst at all in game romance is a bit boring), possibility of happy ending and Fenris personal growth in romance. Plus good pacing. I don't like when romance ends in the middle of the game and your LI practically never has anything to say to you after that (romantically speaking). I wish Fenris was more relevant to the main plot - I like it in LI, but... oh well. I do romance him with the mage, usually - for more conflict.))
If i arrange DA 2 romances by liking from highest to lowest it will be Fenris ----- Anders - Merrill -- Sebastian - Isabela.

Isabela and Fenris, they're the ****** coolest: won't move to your place and do things their way, not yours.
Fenris has his own mansion, he doesn't need yours.))
I myself am not that keen on Anders immediately moving in like that, but he does practically live in the sewers. And Merril's living arrangements are not much better.

Ha, well, Anders… Obviously.
Fell in love with him in Awakening, and then in DA2… Well, it turns out that combining my two favorite characters of Awakening into one isn’t as good an idea at sounds... But it made me love him more. Despite Hawke not knowing Anders prior to DA2, I did and I can’t help but mourn his situation while still seeing those little sparks of who he used to be. He wants to do better. History might not care about or record good intentions, but they matter to me. I also like how his romance tangles with the game plot. Makes everything more interesting and a lot more intense.
Edit: and he's a rebel mage who likes cats, so, yes. I often play as a rebel mage myself. And I'm a cat person too.
I’ve romanced everyone in DA2, except Sebastian. Because I will never kill Anders. Not for Choir Boy, not for anyone. (Even without romance, I’m a no-kill-companion player, given the choice.) Sucks, because I really do like his character.
Isabela would have to be my number 2. I liked her romance a lot more than I thought I would.

Isabela or Merril... It is tied since each appeal to a different role and both fit extremely well with those roles. They were the only two where the relationship felt truly deep.
I do not think that Anders or Fenris would be less deep, just different (even though I has not yet tried Isabela's romance).

Always Anders. I tried Fenris romance but his hatred of mages is so intense I really can't stand him most of the time. Also Fenris disapproves if you don't blackmail Ser Thrask whose daughter has died recently, and I find it disturbing. Yes, I know he has reasons to hate mages but this? At least Anders doesn't disapprove when you defend Fenris against Danarius. Not that I hate Fenris though, I just wish he was able to let his past go, and see mages as people, not potential blood mages/abominations.

1. Fenris aversion from mages is not hatred, I think, just strong fear.
2. But Anders approve, if you turn Fenris back to Danarius, and Fenris do not approve, if you blackmail Ser Thrask, if I remember good. 1:1... I think, both are just bad decision from the writer, because do not fits the characters. (Perhaps both are explained with extreme anger, but pretty far-fetched. Neither Fenris, nor Anders is not a bad person.)
I like Anders and Fenris too. Two best romance in whole series for me.
