In my current playthrough, I'm trying to get everything. Two things I can't figure out in this place:
(1) There's an archery target on a balcony. What's it for? I can shoot at it and sometimes its health marker turns green, but does this thing do anything?
(2) There's an eluvian on another balcony on the opposite side of the room. Can I get up there? If so, how?

Archery target is just a prop and you cannot get to that active Eluvian. It was used just for the cut scene with Viddasala.
Actually the archery target is a suggestion I made to BioWare that they must have thought was a good idea.
It's purpose is to allow for a rogue with the grappling chain ability to hook onto that target and pull themselves over to it.
The eluvian on the other platform is just a prop though.

The rogue ability is called "Hook and Tackle," in the Sabotage (green) skill tree. I haven't ever used it but seems like it would work as mentioned above.

You can also jump up, so what's so special? Also, sometimes the health bar turns green. Probably a remnant of some puzzle that got cut.
Not sure I understand? Your previous comment sounded like you didn't think such an ability existed? Sorry if I misinterpreted.
Thanks. The ability is Hook and Tackle, it isn't called a grappling chain, but that's what the tool/weapon is. And yes, it does work. My Cole has it and he did use it on the target.
And yes, you can reach the platform by jumping up there, but this is probably because many players didn't bother with Hook and Tackle.
I know this is an old discussion but this is a discovery I made... the eluvian can be reached... and it can be interacted with (Though it leads nowhere and causes the game to crash) and now I'm stuck up there as there is an invisible wall around the area...
