Well, we don't know for sure the timing of the Ark launch. If they launch prior to the ME3 ending, there can be AI in MEA. After all, the 3-colored shokwaves don't leave the Milky Way.

 

About the robot feeling, just remember Metropolis, especially the Tezuka one. Looks like that the synthetic needs to be instable to be able to have human feelings...
