If you can't one-shot them (at level 22 you should get pretty darn close to one-shotting them), at least use a ranged AoE to immobilize them, and then kill them.

 

What do you use to one-shot them?  I'm currently playing on Nightmare with the Trial of Even Ground turned on.  For most enemies that are not elites, a well placed fire mine will take them down - as long as they're not resistant to fire damage.  But that's the only ability I have that does enough damage to do it one shot.  If I happen to have Flash Point active I kill them with two uses of Energy Barrage back to back, especially if I'm using Encore and it procs Mark of the Riff.  

 

But if they are elite?  Forget about it.  Even a crit with fire mine isn't enough, unless I can manage to get them to trigger all three mines with the Flaming Array upgrade.

Right. I was assuming no Trials. With Trials, it can be a bit tougher, but if you have a full party and can coordinate attacks and combos, it's still possible.

Fire Mine for mages is definitely one option. Walking Bomb/Concentrated Detonation is an option for necromancer. Full Draw for archers. All need help from passives and gear buffs.
