Come to think of it, my Dalish Inquisitor was seeing a green streak (not unlike the Breach) in the sky above the Winter Palace during Trespasser. I think I might have noticed it in the sky on some of the other maps, too. Now I'm curious as to whether Inquisitors of other races see it, too. I am guessing "no"...
Yes, it is always there, regardless of quizzy's race.
