I played through most of DA:O and DA2 a while ago but for some reason never finished them. I just bought DAI GOTY and am wondering if I should just start playing or if I should try to find plot synopses for the prior 2 games to get more out of this one. Should I try to read up on the events in the prior 2 games and if so is there any site that has good concise info?

I don't think it's necessary to play the previous two games, especially in your case since you did actually play some of them, just didn't finish. You might want to play the DA2 DLC "Legacy." Ohterwise, just log into Dragon Age Keep and view the interactive story there. It'll catch you up.
