That's a bug or another of Teagan's hallucinations, anyway, the real ruler is whoever you choose (the bug happens even if Gaspard is dead)

There's a bug with Trespasser that makes Teagan — the fellow with the mustache — always reference Gaspard as being on the throne. However, the last patch fixed that bug. Further details are here:

They fixed Teagan dialogue, but the Inquisitor still say Gaspard rule if you choose to keep the Inquisition with the angry dialogue.There's a bug with Trespasser that makes Teagan — the fellow with the mustache — always reference Gaspard as being on the throne.
