Can we get someone as funny as this sorry excuse for a villian? I have never seen the show, but this guy left me laughing so hard, my tummy started to hurt.
If Starscream had ever successfully seized leadership of the Decepticons, it would look something like this. They are essentially the same character in alternative roles. Coincidentally, both were voiced by Christopher Collins.

Blatantly inept villains might work for a kids' show. It makes no sense for a plot intended for mature brains. How does this inept villain manage to 1) fend off obviously more capable rivals within his own organization, e.g., Destro, Major Blood; 2) avoid having his organization defeated by the external enemy. Also, if the enemy is a blatant fool, then it follows that the protagonist must be an equally inept in his incapacity to defeat the inept enemy. Cobra Commander and Starscream are what would happen if Daffy Duck were to somehow become the leader of an evil and powerful organization. And as much as I love Daffy Duck, he would not make a good addition to Mass Effect.

I would go over the top on this one, you may all laugh and ridicule it but I think I have a novel idea on how to have the most ridiculous villain lot of all time.
I'll first make a very scary intimidating villain with lots of power a very worthy looking adversary, then at the very last moment in the climax of the game I'll make him into a holograph of a small child that berates you, lectures you and makes you feel like a tool (and not for endlessly calculating the value of pi). I will then make the little kid hologram suddenly become benevolent and make you choose the destiny of all things because he shrugs his shoulder says, 'you beat me and i have no plan B'.
I know, I know totally ridiculous and lame but a great prank to play on all the players! Who is with me on this one! Should be good for laughs!

He is a well developed tragedy, in the sense that mark sheen facades the depressing excuse of a character gone cobra, less funny and more sad that bioware created such a character that collapses in trying to be threatening. he is like a cronenberg with a mask trying to convince you that he is not deformed. his desperation amuses me.
First of all, it's Martin Sheen. Second, you're describing a bad character, not a well developed one. He has no development whatsoever, and is in fact a plot device with a voice. TIM was whatever the writers needed him to be whenever they needed it. That's an objective sign of a poorly developed character.

Actually I always thought some of the minir villains in Mass Effect could be pretty funny. Like the V.I. / Krogan merc interaction early on.
