It's tough to choose from Liara, Jack, Allers, and Kai Leng. Leng and Allers annoy me, but I don't hate them. So that leaves Liara and Jack.
Have to go with Liara. Inconsistently written (the "new Liara" ME2 still bugs me, but the damsel in distress thing in ME1 was worn out the minute we meet her) and thrown at me by the writers, at the expense of other characters. That voice is annoying as heck; so monotone. Ruins every word she utters. And if you do romance her, she keeps saying "thank you" like this is not a romance, just a convenience. And if you romance someone else in ME3, she still steals a kid from Shep by mind-melding in London (imo). /rant over, though it could go on
So, yeah, I guess Liara is my most hated character.

without a doubt Councilor Udina, throughout the entire series I never liked him.. and I was happy when me3 confirmed he was a dirty snake and I got the chance to kill him.

Don't hate any character really. The worst a character could do, is bore me.
I'm not really fond of Jacob though.
Like Miranda and love Strahovsky but Miranda DID get annoying with the hyper-repetitive telling of the whole "My father and his legacy, blah blah". Heard it in ME2. Didn't need to hear it again and again and again.

Ashley... I told Anderson that I didn't want her on my ship and he was all like hurr-durr it's my ship, suck it up Shepard and 5 minutes later he hands it to me and I'm stuck with her .. thanks Obama Anderson.

- Jacob Taylor - One of the most boring characters I've ever seen in a video game
- Steven Cortez - Another boring character, this time used to appeal to a specific demographic (no interesting things about him whatsoever)
- Star Child - Do I even have to say anthing?
- ME3 Ashley Williams - Such an excellent character from ME1 (imo one of the best in the trilogy) completely ruined
- Grunt - Useless character, nothing of interest
- Kai Leng - I'll leave you this video for him

Even in my most hated characters, there are aspects of them I like or admire.
For instance, I like Jack's impulsiveness and bravado. I wish I could be more like that. Many things in my life would be different if I weren't so hesitant.
(And in my most beloved ones, there are traits I loathe and despise. Really, Wrex, I wish you weren't so sarcastic all the time. Not to mention inscrutable in ME1.)

As much as I hate the character, I don't believe she was stealing anything from Shepard especially a kid.
Her gift can be avoided very easily. Just walk by her at the fob. Nothing forcing the player to talk with her. The player can refuse the gift. Or if Shepard doesn't talk to her at all in the game, except when the game requires them to talk, she will not offer her gift.

As far as avoiding the gift-giving: Shepard has been through a lot with this crew, Liara among them. Be kind of churlish imo when she says she has a gift to reply "no thanks." So I always have Shepard accept the gift, romanced or not. Seems more consistent of Shepard to accept it. Doesn't help the gift make any more sense if she wasn't romanced.

Vega is easily the lamest character in the entire trilogy. I'd rather listen to Conrad Verner talk.
