I have the ps3 version of DAO and i bought all the DLC. As i heard the PC version is far superior, i bought the PC version as well and woohoo its great.
...BUT.. do i have to pay for all the DLC for the PC again? Is the DLC applicable cross-platform.. Would suck if i have to pay for everything again.

Look at the Registered Game Promotions Page and you can see which content is available for which platform.
Mostly just promotional items are cross-platform. You'll get a code for Shale, and the Blood Dragon armor if you bought the PC copy new. Warden's Keep you'll have to buy again.
