I didn't care for all the Garrus stuff either.
Wrex was cool until ME3. So was Garrus in ME1 and ME2 for that matter. Neither one really said much. Garrus just calibrated and ****.

A good friend, is just someone who is liked, but who at any time can become someone who is disliked or a full fledged enemy.
Whereas bromance is like a sister loving her brother. The bond is strong but there is no sex involved.
Also, bromances can also be secret, so long as the mutuality of the bond never fades, actions will speak for themselves. 
Fun fact: True bromances are very rare.
